Dr. Fong obtained the qualification in Bachelor of Laws and Postgraduate Certificate in Laws from the University of Hong Kong. He became a solicitor in Hong Kong in 1994, and obtained a doctorate in Jurisprudence at York University in 2006, and became a member of the 9th and 10th Committee of Political Consultative Conference Si Hui, Guangdong Province in 2011.

Dr. Fong has actively participated in social activities, and is assigned as legal advisor in various community organizations. Beyond the main practice in Hong Kong, Dr.Fong is also closely involved in China and International business especially the major cities in China.
